Yes legal requirement, gas is yearly and electrics is for 5 years I believe then you have EPC which lasts 10 years. Gas and electric is for tenants safety mainly.

It is the landlords responsibility to sort it out not the tenants nor should the tenant be charged.

Are you asking as a tenant or a landlord?

If you are a landlord you should already know the answer.

If you are a tenant: it’s part of the government’s way of ensuring the landlord is making sure two things in the house that could kill you if they aren’t kept upto a good standard, are indeed kept upto a safe standard.

They don't "require" it, but it's the landlord's way of showing that the property is safe, which is why the government made it a legal requirement to provide one. The Energy Performance Certificate (EPC), on the other hand, is "required" by the tenant so they can compare the property's running costs (in theory) when shopping for rentals.

It's hardly a burdensome exercise.
