The Bill is not likely to become law for some time yet. You can see its progress here:

Because there’s no fixed date for when it’ll become law we can’t advise you when the latest is that S21 could be served. That decision is for you to make.
I think it will be a while, since they finalise the renters right bill.
Can I ask, why you’re considering a Section 21 for your current tenants. Just so I know, before giving some advice.
