RTS Electricity Meter not yet updated in the building - renting out a leasehold

I own a leasehold that I rent out. My tenants are lovely and their tenancy is on for another month and a bit. I've emailed the building managers (that I pay service charges to) multiple times about the meter upgrade so my tenants are not left without electricity or hot water... I'm talking months before (basically since December). They keep saying they're waiting... can anyone provide any information or legal advice that I can use to speed up the process? I am not 100% how to deal with the situation.

When the switch does happen and my tenants are left without electricity and hot water, what should I do to help them? It isn't their fault, it isn't mine either, but I want to make sure they’re at least able to manage while enjoying living in their rented flat... I'm literally thinking about a one-month gym membership to cover the showers but what should I do for electricity in the flat itself? Also, could I claim these expenses seeing it's been a lack of service from building managers or energy providers?

Edit to add: I don't have access to the meter room :/ so can't arrange it myself independently. I've tried to get the code from them but they say it's their policy to not provide that information. The meters are not inside the flat so I guess it falls in their domain of management. It's infuriating...
