Can I still evict them with a Section 21?
Yes. You will also need proof that the GSC, EPC, and How to Rent guide were provided upon signing of the AST.
You can actually re-issue these under their door with evidence and then issue a s21.
Say that it is just to ensure that they have a copy. It's important to reissue all the GSC too prior to issue.
(This came from the landlord association and definitely works if you don't have photos etc anymore from an old tenancy..)

I (or rather, my agents) issued a Section 21 (and Section 8 for non-payment of rent) against a previous tenant I initially inherited on purchase of the property with no deposit and no EPC (since the EPC requirement came in after I acquired the property, so my solicitor was able to show in court that I didn't need one - the legislation did not make it retrospective).

No, you need to make sure you are all up to scratch.
You have loads of legal responsibilities to adhere to otherwise you will get taken to the cleaners.
