Extraction fans for kitchen and bathroom?

Simple question - am I obliged to provide extraction fans in kitchen and bathroom for my tenant?

No, but you will get a lot of damp problems if you don't.

It's in your interest to provide.

As the owner, using the word 'obliged' seems a little odd when it comes to something that will benefit the building/owner rather than the tenant?

As a landlord, the amount of times I do a flat inspection and the breaker is OFF is ludicrous. I always click it back on and have to have a wee chat about it.

We need a wee little plastic box to go over it with a lock.

Alternatively ive seen the breakers installed in the loft.

It’s part of building regs document F. So if you are redeveloping it needs it. If it’s existing you could argue it was like that when you got there. But it’s in your benefit to have one.

In theory, no. In practice the damp and mould build up will obligate you to ensure good airflow.

Unless you want gross greasy walls and a mouldy bathroom….

id say it’s a basic thing to have in a home. I don’t have one in the kitchen due to a weird roof window and the fire alarm likes to let me know when things are burnt. There’s a window but you need the draw of air for it to go away fast.

Yes.

Bathroom is a must.

Kitchen you should, assuming you already have a extractor hood.

Try to get ones with a continuous extract as well, unless you just have 1 tenant

Ideally with delay timers to stay on for a while and humidity sensors so they come on anyway as needed (especially if connected to the light but it's not turned on for that visit).

Not obligated to but you'll absolutely want to otherwise you'll get black mould which is a health hazard. Aspergillosis should be on your radar.
