Looking for advice on repossession notice for a property (Wales)

Hello, Apologies for long story just looking for some advice (or pointers on who to ask.)

My mum and stepdad live in pembrokeshire. They've submitted a notice of repossession (RHW-16 form) for a property they're renting out. They're moving out of Wales at the end of the year. This needs a minimum of six months from the date AFTER the submission notice. My stepfather mistakenly put down 6 months from the day OF submission.

The housing association down there now claim since its incorrect, he has to submit a form to withdraw the first form he sent, then has to wait six months before submitting another repossession notice. Effectively meaning he has to wait a year before they can get the property back.

My question if anyone knows, since the first form he sent isn't valid (I.e. one day less than the minimum notice required) he shouldn't need to submit a withdrawal and wait six month? It just seems a bit harsh that for the sake of an error of one day they'd have to wait another six months?
