That isn’t the purpose of the deposit
The deposit is for things that are the tenant's responsibility to pay for. A randomly broken window isn't for the tenants to pay, so the deposit is not relevant.

Depends how it was broken.
I had a bellend of a landlord threaten to get a CCJ out against me for all sorts of nonsense, including a split in the blinds. Talk of deposits not being protected soon got him back in line.
I was WFH and on a call once, someone rang the bell but obviously I couldn't answer.
As soon as I know it, a parcel has been lobbed through a half open window and there's glass + water everywhere (vase broke) - The idiot from DPD decided to open my window wider and make it a letterbox.
It split the blind and the landlord tried to charge me for it!
We had some kids throw a stone and break a window (best guess based on the stone). Reported to landlord, asked about police etc said don't do anything I'm on the way. Boarded it up then tried to claim it when we left. Inventory had no pictures of that window. Rejected along with all the other crap they tried to claim for. Including a carpet with 13 documented holes when we moved in on the inventory.....
Landlords - there are some right pricks out there.

Thought we would be good as I'd worked with his wife for a few years immediately before that. Had fixed their laptop once all seemed to be well.
Plus I knew she cheated on him, tried to with me but I keep to one lady at a time thanks.

landlord. If you can prove tenants broke it then its not reasonable wear and tear as such bill them for the repair .

If the tenant was at fault, then the cost is deducted from the deposit at the end of the tenancy.
What is the nature of the break, if it’s like a hole, balance of probability is its the tenants fault.
If some sort of wear and tear, like the frame rotted, the window shifted and it cracked, then on the balance of probability it will be the landlords fault
Balance of probabilities aside, as a landlord you need proof to deduct from the deposit. I don't think the deposit protection scheme will let you say "oh well yeah it was probably the tenant, you know, because the damage is like a hole" and deduct money from the deposit. What if a stranger threw an object at it?
Sorry it's not a "balance of probability" the tenant broke it if someone lobbed something through it. There's random vandalism, targeted vandalism, incidents where vehicles throw up stones, freak accidents involving birds or larger animals.
Unless you can prove it was the tennant there's no point speculating.
Unless you can prove it was the tenant, landlord would cover cost.

Landlord. Unless you have an honest tenant who admits fault (if it was their fault) then you’re never going to prove otherwise.
I broke a window in my flat and I just replaced it. It was entirely my fault, I was being a knob.
I didn't even tell the landlord (single pane sash so just get a glazer out job) cause it absolutely wasn't his problem (and the new pane was actually held in better than it's twin which really needed some work)
My point here being if you've heard about it, it probably wasn't their fault.

How to ascertain when or who broke them? How forensic can the test be? One will blame another. Ultimately it's a deposit deduction game.
Did the glass break in or out?
Unless the tenner broke it or it was targeted at the tenant (could cause issues) and it was entirely random, it the landlord.
